19-year-old female student of the Osun State Polytechnic, Iree, simply identified as Yetunde, is cooling off in the custody of the state Police command, Osogbo, for allegedly pouring hot water on her boyfriend, Niyi Adelana.

All because Niyi her boyfriend had invited other girls and failed to give her adequate attention during his birthday party.
Reports say Niyi celebrated his birthday last Saturday and had invited some of his friends mostly ladies to his birthday party, a situation that did not go down well with his girlfriend, Yetunde.
However, when the party ended, Niyi made attempts to pacify his lover (Yetunde) but the angry girl was furious and instead drenched him with a pot of boiled water.
The agonized boy screamed and this drew the attention of other students in the hostel to the scene.
The incident took another unfortunate dimension as Niyi’s ailing father; Pa Adelana who was receiving medical treatment in a hospital in Abeokuta, Ogun State reportedly gave up the ghost immediately he received the news that his son was bathed with hot water.
Police sources confirmed the story and say investigation is on.
When contacted, the Media Relations Officer of the institution, Mr. Tope Abiola said that the management could not do anything about the incident because it took place outside the campus of the institution .
He said:
“It’s very unfortunate and we sympathize with the victim and his parents.
“It’s a criminal act; the school does not have power over it. It all happened in Iree town, so, there is nothing the school can do about it.
“Notwithstanding, we urge the law enforcement agency to investigate the matter.”

The Taraba State House of Assembly has taken a decision to put an end to the ongoing political rascality and charade in the state by asking the ailing governor, Pharm. Danbaba Suntai to return to the United States and continue his treatment.
Speaker of the Assembly, Haruna Tsokwa, who made the lawmakers’ position known on Thursday morning, asked governor Suntai to return to the U.S. to continue his rehabilitation programme and only come back to resume work when he is fully fit.
Mr. Tsokwa said the decision was based on members’ findings after they were finally allowed to visit the ailing governor on Wednesday night in Government House, Jalingo.
The Speaker said the lawmakers were fully convinced that Mr. Suntai is not fit to resume work as governor of the state.

16 out of the 24 lawmakers of the Taraba State House of Assembly, including the Speaker, Tsokwa, in a statement made available to reporters in Jalingo, barred the ailing governor from resuming work because of his feeble state.
Consequently, they empowered the deputy governor, Alhaji Garba Umar, who has been acting as governor of the state in the last ten months, to continue in that capacity until Suntai is declared fit to steer the ship of state.
The lawmakers were however, silent on the fate of the commissioners and special advisers that were purportedly sacked by Governor Suntai on Wednesday.

Maher A. • The role will not die, but the nature of services and way of doing business will definitely change drastically in the next years. The idea of measurements and Taking-off will be secondary if not non-existing. The QS role will be the Cost Manager of a BIM Model or any other virtual building model in addition to the related Conditons of Contract, whether of collaborative nature or others

Bob M. • Your argument supposes that the only quantity surveyors are those in private practice; your views totally ignore the vast numbers of professional quantity surveyors world wide who work for construction companes and subcontractors; who provide a valuable service to the property industry as a whole not just as measurers and valuers but as cost engineers, cost managers, contractual advisers, procurement experts and much much more. Quantity surveying is a broad church, if your proposition is worthy of discussion, it must treat with the whole of the profession, not only that narrow branch employed in PQS practice.
Michael Gyan B. • The point is other professionals in management and others related to construction are expanding with their scope of work to include duties undertaking by the professional Quantity Surveyors either working for client or for the contractor or subcontractor. They act as cost engineer, cost manager, procurement experts etc and this will affect the role of the traditional Q.S in the near future if we do not diversify and expand our scope.
Bob M. • I think if you look back at the role of the QS in private practice and of the QS in construction 30 years ago and compare it to what it is today, you will see a dramatic shift in the role, particularly in PQS practice. 20 years ago people were saying that the QS was a dying breed, but we have evolved to meet the challenge and we continue to evolve.
Your comment about other professions expending into the QS role is valid, but they are having to evolve to survive too, just as we are. Don't forget that it is not all that long ago that the only QSs in civil engineering were employed by contractors; why do you think the RICS is so focussed on building, almost to the total exclusion of civil engineering? There is nothing new in civil engineers doing their own quantities and cost plans, it has been part of the ICE syllabus since before I joined the industryin the 1960s.
Don't write your profession off (I assume you are a QS?), help it to evolve and survive.
Derek H. • I agree with Bob on all counts, after twenty years in industry I have seen a number of changes take place. These however, are more to do with the how QS's provide their services be it as a PQS or Contractor QS not necessarily the services provided. Individuals may specialise but this does not mean that the profession is dying. Over time different professions within industry ask themselves the same question – Is this the end – adaptation to new technologies and techniques are all part of professional development.
BIM may appear at this stage to remove the QS from the take-off and bill preparation role, but with my limited understanding of the software someone has to still populate it with the information in the first place. If it was that easy, there would be no need for QS’s to carry out this function now because Architects and the like would do it for themselves - We all know this doesn’t happen. Ultimately the services offered by QS’s need to be undertaken by people who understand the industry and have an interest in protecting the clients/ employers position not just trying to build the project which as we all knows can sometimes be competing objectives. It is down to the individual and the profession to decide how we are to evolve and I’m sure in another twenty years time, things will change again.
Michael M. • Look at the US example. There the role of the QS has traditionally been undertaken by accountantants and engineers. There is certainly a correllation between contract overruns and the absence of professional financial management. The QS profession in the US is a strong growth area with more government departments and large corporations realising the benfits of a QS to understand and implement cost planning, and cost management processes. Certainly my colleagues are able to "run rings around" their counterparts there.

Pt1: Building companies survive by being commercially aware. Nobody will be given the responsibility of being commercially responsible for a project or tender unless he is properly trained. Pt 2: The term Quantity Surveyor has grown across Europe greatly over the last 15 years (my time) through word of mouth and the reputation of our colleagues and not by marketing or shouting from the rooftops but by growing demand for trained commercial managers with contractual awareness (leave out claims for the moment) Pt3; PQS have cost planning skills and the unique ability to create a cost model and track the budget to completion. This service provides timely, accurate and essential information during the lifecycle of any project including transparency and accountability at the end. A dying profession ? - it's only the beginning of a great adventure in the profession but you must be prepared to take on new challenges and add to your skill set while continually brushing up on the basics that no other profession had the opportunity to learn properly. Over to you.
Jeremy W. • If we are dying, then the illness that is killing us must surely reside in the syllabi that is being taught to the young talent preparing to skewer us with their newfound qualifications.
We must remain relevant and firmly abreast of all developments within the industry and embrace the changes that ensue.

Fundamentally ours is a profession of communication, the more folks realize and become comfortable with how we communicate and the varying messages we convey, the better for all concerned.
The more that know the easier my job is, and i am nothing if not lazy enough to recognize the benefits of a quiet word in an ear attached to a pair of legs with more miles left in them than my own.

The severity of Governor Danbaba Suntai’s brain damage became obvious to the leadership of the Taraba State House of Assembly who visited him today, two of the legislators have revealed
A surprise invitation was extended to the lawmakers to meet Mr. Suntai after a group of state legislators threatened to commence the ailing governor’s impeachment. One of the lawmakers who saw Mr. Suntai said the sudden invitation was designed to placate lawmakers.
The delegation of lawmakers was led by the speaker of the Taraba State Assembly, Haruna Tsokwa. Our sources revealed that the legislators met Mr. Suntai who was seated on a couch struggling to speak some words to the delegates. They disclosed that Mr. Suntai did not recognize any of the lawmakers. His speech was characterized as garbled, confused and mostly inaudible, according to one source. He added that, at one point, the brain-injured governor managed to say that one of them was his “big deputy.” The person he referred to then told Mr. Suntai that he was not his deputy.
Our sources added that the bizarre meeting convinced the assembly leadership that Mr. Suntai was incapable of running the state. They retreated to a meeting at the state assembly. The meeting ended and the lawmakers left without addressing the media, the promised to return to the chambers tomorrow.
Meanwhile, the cabal tied to Mr. Suntai that has sought to maneuver the sick governor back in office this evening carried out another charade by swearing in some so-called “newly appointed” government officials in the state. The alleged swearing-in took place at the governor’s dining room without any member of his executive council or security chiefs in attendance. There was no judicial officer in sight to administer the oath
Mr. Suntai was made to seat on one of the chairs and at a point given a paper to read. A witness said it was unclear what he tried to do with the paper, at a point he spoke a few words in Hausa but for the rest of the event his voice was inaudible throughout the charade.

A Whale has been found in Lagos after it washed up on Alpha Beach.
It would be recalled that the Lagos State Government has already warned that their will be an ocean surge and residents leaving close to the beach should vacate the area for now.
While some residents took to the Lagos State Government’s advice, others did not rather they stayed back ignoring the danger involved.

These two men reportedly got unclad and staged a unclad protest after resisting arrest and refusing to allow their cars to be towed off by traffic officials.
This incident reportedly happened earlier on August 27, 2013, at Allen Avenue roundabout, Ikeja, Lagos state.
Currently, there is no precise information on how this issue has finally been settled but, undoubtedly, the duo showed a mighty unconventional way to protest a perceived injustice.

Keisuke Yamada is a self-taught Japanese artist who takes plain bananas and turns them into edible masterpieces. Using only a spoon and toothpicks the talented food artist works against the clock, trying to finish his pieces before the fruit begins to oxidize.








Sculpting bananas is not easy. The fragile texture of the fruit and the fact that you can’t add more material to cover up a mistake like you would with clay makes it a very difficult material to work with. And that’s exactly what makes 26-year-old Keisuke Yamada’s art so special. It all began little over two years ago when he peeled a banana and thought it would be interesting to carve something into it. His first creation was a simple smiling face, but he received such a positive reaction from art fans that he felt inspired to pursue the idea further.
Using only a spoon to prime the banana by smoothing its surface and toothpicks for carving its flesh, Keisuke created an entire series of banana sculptures that won him international acclaim after the photos he uploaded to Japanese art site, Pixiv, went viral. In his interviews with some of the largest sites in the world, Yamada revealed he works as an electrician by day, and becomes an expert banana carver during the night. He described the artistic process as a race against time, trying to finish his creations in less than 30 minutes after the peeled banana has been exposed to air. Taking too long causes the fruit to turn brown, ruining the whole piece. Once he’s finished, he quickly takes a photo after which he eats the banana.

The federal government may be forced to break off negotiations with the Academic Staff Union of Universities (ASUU) following the thwarting of its recent effort by the lecturers who rejected the N130 billion disbursed into the university system by the FG, sources have said.
After several meetings ended in deadlock, members of the committees set up by the federal government to negotiate with ASUU, rising from a meeting yesterday in Abuja, expressed their frustration that they had not been able to make any meaningful progress despite all the offers made to the lecturers. They therefore resolved to halt further negotiations.
A source also said the decision by the federal government’s negotiating team to stop negotiating with ASUU may not be unconnected with security reports that the union had been infiltrated by opposition parties which have egged on the lecturers to remain inflexible to the government’s offers.
The source added that the federal government has found the uncompromising stance of ASUU extremely frustrating.
“We are trying to meet their demands within reason, but ASUU has remained stubborn insisting on all or nothing,” he said.
He accused ASUU of being unpatriotic and not acting in the best interest of the students and the country at large.
“ASUU has not been patriotic despite the willingness by government to meet some of their demands. Instead, they have remained unyielding.
“The federal government is also alarmed over security reports reaching it that ASUU has been infiltrated by opposition parties that have encouraged the lecturers to keep the universities closed to make political capital,” he disclosed.
He said the situation had compelled the government to consider a number of options to reform the university system, including a report which was presented to the committees yesterday.
The report, he said, focused on the demographics of the university student population in the country and how much the federal government spends on each student in a four-year degree programme.
“The report showed that the total student population in federal universities in the country is 1.8 million to 2 million. By making university education free, it costs the federal government, on average, N6 million per student in a four-year degree programme.
“Compare this to most private universities where it costs parents an average of N4 million in the same period and the quality of education and graduates churned out are much better.
“Meanwhile, the report also showed that there are some 80 million Nigerians between the ages of 18 and 25 who want to get a university education but cannot get admission into schools and are frustrated.
“This means that the federal university system is running an inefficient structure which has to be reformed,” the source explained.
He pointed out that one of the options available to the federal government is the introduction of financial aid, similar to what obtains in the United States of America, to cater to students’ needs.
“This financial aid does not mean that students will now be made to pay school fees. That is not the intention of the assistance to be provided through financial aid. It will be a throwback to the bursary system and will be provided to students to help take care of their basic needs such as feeding, accommodation and books.
“It is similar to what obtains in the US through which money in the form of soft loans are disbursed directly to students which will be repaid when they get jobs,” he said.
He said the introduction of financial aid was informed by the report, which traced the high rate of delinquency, cultism, s*xual molestation and general indiscipline in the universities to lack of access to financial resources by students to meet their needs.
The source pointed out that this is what the federal government expected of ASUU by keying into some of these problems, not just their demands.
“The agitation by ASUU needs to key into the rot in the system; the lecturers ought to be concerned about falling academic standards and output, not just mere salaries,” he said.

Mother of the 15-year-old Daniel Oikhena, who emerged from the wheel compartment of an Arik Air flight from Benin Airport to Lagos, last Saturday was yesterday interrogated by Officials of the Department of State Services, DSS, in Edo State.
Mrs Ohikhena, a hairdresser who resides in Benin, in an apparent effort to unite with her son had earlier yesterday told reporters that her son had been secretly nursing an ambition to travel to the United States without her consent.
Mrs Evelyn Oikhena said she was shocked when her sister-in-law in Germany called her to say that she read the incident on the internet.
It was gathered that as soon as Mrs. Ohikhena went to the airport on the advice of the men of the Evbotubu Police Station, Benin City, where she went to report that her son was missing, the Airport Manager, Mr. Sunday Ayodele, ordered her arrest and detention.
She said she was shocked that her son could embark on such a life-threatening journey to where he had never been before.
Speaking in Benin City, yesterday, Mrs Oikhena said her son was at home with his elder sister, Tonia, his two younger brothers and his grand mother while she was away to visit her elder sister who had put to bed.
She said: “So I was shocked when I came back Saturday morning, and they told me that Daniel has disappeared and when I asked my daughter she said she had a quarrel with him because the boy was watching movies late into the night.
“I had even gone to report the matter at Evbuotubu police station before my sister-in-law from Germany called me to say that the story of my son was in the internet.
“One of Daniel’s younger brothers said he saw him remove his school books from his bag. So I asked my neighbhours whether any of them saw him and they told me that around 5 to 6 am, they heard sounds that somebody was opening the gate but never thought it was my son. He doesn’t go out. What I know is that he is always watching movies in the house but he doesn’t have friends.
“When we were looking for him, his nine-year-old younger brother said that anytime they were watching film, he always say he will go abroad; he will go to airport to enter plane . He told me to go and check the airport. I did not believe him,” she said.
“I went to Oba Market police station, they referred me to Evbuotubu police station. When I got there, they said they would declare him missing after 24 hours and that I should come back the next day. I went to inform my pastor and other members, my friends and other relations.”
Mrs oikhena also dismissed insinuations the boy could have fled Benin because the she was maltreating him.
“I did not maltreat him. I don’t joke with my children’s welfare. He does not have friends; he hardly leaves home. I don’t know why he was going to Lagos.
“When I heard the news, I did not know what to do or say. I was so weak. Many people were telling me to calm down. My only joy now is that he is alive; that is my happiness,” she said.

THE teenage stowaway, Daniel Ihekina, who was arrested at the Lagos Airport after flying in the tyre hole of an Arik plane from Benin to Lagos on Saturday morning, thought he was on a US-bound flight.
A source at the Benin Airport who disclosed this said the boy’s parents had already departed for Lagos in search of the stowaway.
The airport source, who did not want his name in print said, “From what we heard, the boy said he was being maltreated and tried to escape from his parents. He thought he was on his way to the US.
“The parents have travelled to Lagos by road, to get him back.”
Meanwhile, investigations conducted by one of our correspondents in Lagos revealed that the boy had been handed over to the operatives of the State Security Services for further investigation.
The General Manager, Corporate Communications, Federal Airports Authority of Nigeria, Mr. Yakubu Dati, who also confirmed the development, said the aviation security personnel of the agency had handed over the young voyager to the men of the SSS for extensive investigation.
Dati said, “The residential address the boy gave to us was traced to a church in Benin by our airport manager and his team. So, there is need to hand over the teenager to the SSS who are experts in such investigations. They will carry out further investigation on the matter.”
The FAAN spokesman said the nature and circumstances surrounding the crime informed the agency decision to hand over the stowaway to the SSS operatives.
Meanwhile, following the Benin Airport incident, FAAN has adopted the ‘risk amelioration processes to safeguard flight operations’ at all its 22 airports across the country.
Dati stressed that the agency had tightened its risk amelioration procedure to ensure that similar incident did not occur again.
He also said the agency had prioritised the perimeter fencing of all the 22 airports in the country.
“In the meantime, we have adopted risk amelioration processes to safeguard flight operations. As a result of this incident in Benin, we have further tightened our risk amelioration procedure to ensure that a similar incident does not occur,” he said.
However, FAAN has also continued to trade blame with Arik Air over the Benin incident.
The agency, in a statement on Sunday, said it read with “great dismay the statement released by Arik Airlines about the stowaway found on board Arik’s flight 544 from Benin to Lagos on Saturday 24 August, 2013.”
Dati said FAAN was “unfairly indicted” while the airline took no responsibility whatsoever for such a “serious security breach.”
FAAN said its preliminary investigation had revealed that Arik did not give accurate account of the Benin Airport incident.
Giving the accounts of its preliminary findings, FAAN said, “Our investigations reveal that a passenger on board the flight called the attention of the cabin crew while the aircraft was waiting to take off at the threshold of the runway, to the effect that they had seen a young boy walk under the aircraft and had not seen him re-appear on the other side.”
“The cabin crew in turn informed the pilots in the cockpit about this. The pilots called the control tower and asked them to request FAAN to do a sweep of the area after their departure, opting to carry on with their flight despite the report.”
“Upon the arrival of the aircraft in Lagos, we were informed that there had been a stowaway found alive alighting from the wheel well of the aircraft. While FAAN takes this security breach extremely seriously, we deem Arik’s attempt at indicting and smearing FAAN as irresponsible. Safety and security breaches occur when all the checks in the system are beaten. Given that security is a responsibility for all players in this industry, a critical last opportunity to detect and prevent this stowaway was offered and had the airline taken the information by passengers as seriously as they should have, this incident would have been avoided.”

The conduct of Monetary Policy in Nigeria began with the establishment of the
Central Bank of Nigeria
on July 1, 1959 following the enactment of the CBN Act
of 1958, and the subsequent amendments, the latest of which is contained in
Central Bank of Nigeria (Amendment) Decree No. 40 of1999. In Part I, Section
2 (c) and (d) of the CBN Act, the Bankis authorized to promote monetary
stability and a sound financial system as well as safeguard the international value
of the national currency. Consistent with these provisions of the Act, the Central
Bank conducts monetary policy with a viewto influencing the direction of short-term interest rates, money supply and
credit as a means of achieving price stability, low unemployment, balance of paym
ents viability and economic growth.
Traditionally, the level of
a central bank’s independence determines who lays
claim to the ownership of monetary policy,
whether the central
government or the
Bank. As an institution established by statute, the central bank does not act in
isolation of the economic objectives of
the government. Government economic
programmes are designed for the overall
economic growth and
development of
the country. To achieve these programmes, government works through
established institutions charged with statutory responsibility for engagement in
the pursuit of specific tasks for the over
all economic growth and stability of the
country. The central bank therefore, is
one such institution whose statutory
mandate involves an implicit responsibility for conducting monetary policy.
While an independent central bank may
pursue its monetary
policy programme
independent of the political
authorities, such monetary policies nonetheless, are
consistent with the overall macroeconomic
goals of the government at the time.
Thus, central banks do not pursue monetary
policy as if they were a government
of their own because such polices must
be in tandem wit
h the government’s
economic programme.
The ownership of monetary policy must be seen from t
he viewpoint of the central
bank being banker to the government. A
populist government, a dictatorship or
one which has lost its bearing with t
he people nevertheless, but retains
legitimacy controls all institutions
of government and their activities and
outcomes. Thus, irrespective of the type of government, the central bank
conducts monetary policy not for itself nor
on its account, but for and on behalf of
the citizens of the country for the pur
pose of achieving macroeconomic stability
and growth through the environment created by the government. Thus, it must
need to work with and through existing civil institutions which already have
established machinery for conveying the
policy prescriptions
and for actualizing
the intents of monetary policy. Since central banks derive their mandates to
make rules of monetary policy from statutes, and the rules must be obeyed by all
the actors in the financial system, they are said to be acting
for and on behalf of
the people who are the real owners of monetary policy.
Functionally and operationally,
central banks could be said
to be the originators
of monetary policy because of
the massive assemblage of
critical technocrats in
monetary management and engineering. They also have the mandate to
supervise the execution of monetary policy with a view to achieving the overall
goals of macroeconomic management. However, based on the stated objectives
of monetary policy, the ordinary man on
the street is the
owner of monetary
policy because the policy is wittingly designed to improve the standard of living
through ensuring the attainment of low
inflationary growth,
stable prices and
creation of employment, viable balance of
payments and the overall economic
growth and development of the country.
In a globalizing world, the effects of
monetary policy have ceased to be confined to the geographical boundaries of
individual countries that is why, the international community is
interested with the
monetary policy programmes and outcomes in
every country as domestic shocks
are easily transmitted to the rest of the
world, depending however, on the size of
the economy in question.
