A quantity surveyor’s success story


Millan de Silva Chief Executive Officer of Milcris Pvt. Ltd was not always the highly successful businessman he is today. With a small amount of money and previous experience as a chef he moved from Sri Lanka to the Gulf in search of a job. From there he has worked his way upwards founding Milcris, which has become one of the leading Chartered Quantity Surveying Companies in the region.

With an inspirational story behind the CEO and inauguration of the company, Milcris, formerly known as Consolidated Consultants (Ceylon) Limited was incorporated in 1968 in Colombo. Milcris addresses important issues within the ever-evolving construction industry such as Cost Consultancy Services, Project Management Services, Industrial & Technical Consultancy Services and Management Consultancy Services.

Millan saw the business potential for the further development and expansion in the field of Cost Consultancy Services and Quantity Surveying, Project Management etc. as well as the outstanding capability of the Sri Lankan Quantity Surveyors.

Together with a member of the Omani Royal Family he took the risk and initiative and today Milcris is one of the best Quantity Surveying Companies in the region. "Faith allowed me to be where I am today" said Millan, whose determination, hard work and confidence has been the drive behind his success.

Entering the project at the feasibility study point, the work of the Cost Consultant and Quantity Surveyor is not finished until the total cost management, contract management and the final account is complete. Milcris specialize in cost effective corporate solutions and their staff go beyond conventional methods to ensure their client’s budget is met.

‘Relationships beyond measure’ is the company’s tagline and it refers to listening carefully to the client’s needs and wants, sharing his concerns and meeting his expectations - this is how the company and its staff provide service to their clients.

Milcris ensures that the client’s resources are utilized to the best advantage through prudent financial management and cost consultancy from design to completion, Millan said.

In 2006, Q Serve Pvt. Ltd. was invited to open a branch office in Muscat as an independent international operation with a consortium of partners and headed by Millan as the Managing Partner cum General Manager. Later, Q Serve entered a Commercial Agreement with Milcris who acquired their Oman branch.

As a result of this acquisition, Milcris took on the Cost Consultancy of the 4.5 billion U.S. dollar project of the Muscat and Salalah International Airports. This is the largest project by value in the history of the Sultanate. Together with the lead consultant, Cowi Larsen JV, Milcris worked on this state of the art complex project with all the latest technologies and facilities.

Milcris has currently 70 highly trained staff working for them, 95% of whom are Sri Lankan, the other 5% from multi cultural backgrounds. The Sri Lankan employees contribute in excess of Rs. 250 million to the Sri Lankan economy on an annual basis.

With a Rs. 400 million turnover which the company expects to increase to Rs. 750 million within the next year Milcris, thanks to the highly controlled Omani economy, saw none of the effects of the global recession. Milcris is hopeful of obtaining ISO 9001.2008 certification by January next year.

Among other projects Milcris is currently involved with the construction of the 100 million U.S. dollar Dhofar University complex in Salalah. For the future, Millan and Milcris are looking into expanding and setting up offices in Sharjah, Dubai, Abu Dhabi and Mumbai.

Being Sri Lankan, Millan hopes to keep the companies head office in Sri Lanka and increase its volume of operations within this country. As a Sri Lankan he feels he has a moral obligation to serve his country the best he can; and the potential for Cost Consultancy Services and Quantity Surveying in Sri Lanka is one which is increasing with the stability and peace in the country
